If you don't have or want an IRC client installed on your computer you can use the Freenode webchat, available at https://webchat.freenode.net/

If you prefer an client on your pc, you could use one of the following: (just a few, random order)

Xchat (Linux,Windows)
BitchX (Linux)

Note that people need to sleep, work or play also so if you don't get a response just wait a while, you can also be in a different timezone so while it is during the day at your location some other user might be a sleep.
